The Carbon Classloader-based Config Module

The Config-Classloader service integrates with the Carbon config service to allow configurations to be stored inside of the classpath. This includes using the URLClassloader to store carbon config on HTTP servers.

Configuration stored with the Config-Classloader cannot be persisted back out.
